Labour Negotiation Update

Negotiations Update – March 22, 2017 – 8.00 pm

On Wednesday, March 22, Niagara Catholic issued this information update to parents of all students in our Catholic elementary schools.

All schools are open to receive students, and every effort will be made to ensure students are in a safe environment, but programming will be significantly affected.

While regular programming will be affected, Principals with available staff will, to the best of their ability, organize programs for students.

Buses will be running on scheduled routes, and may be delayed entering school property. Principals and supervisory staff will be at the school to receive students.

A reminder that individuals entering school property may encounter picket delays for the purpose of peacefully communicating their message. Should you encounter an unsafe or intimidating delay, we encourage you to respond calmly and notify the school Principal.

Negotiations Update – March 21, 2017 – 1.30 am

At 1.30 a.m. on Tuesday, March 21, the provincially appointed mediator declared an impasse in negotiations. The lockout will continue until further notice.

Children will be supervised under the direction of the Principal, with available staff assigned to the school.

While regular programming will be affected, Principals with available staff will, to the best of their ability, organize programs for students.

Negotiations between the Board and the Niagara Elementary Unit of OECTA continued on Friday, March 17, 2017.

There have been a significant number of exchanges over the last three days and both parties have work to do. Parties will resume bargaining Sunday morning.

After a marathon negotiation session between the Board and the Niagara Elementary Unit of OECTA that concluded on Tuesday, March 7, 2017, the Board indicated to the provincially appointed mediator that it was prepared to meet again any day starting Thursday, March 9, 2017.

The mediator confirmed that the next scheduled date for negotiations is Wednesday, March 15, 2017.

Negotiations between the Board and the Niagara Elementary Unit of OECTA continued on January 10, 2017, and January 19, 2017, with the continued assistance of the provincially appointed mediator.

The Board was informed on February 7, 2017, that the Ministry of Labour assigned a new mediator to the negotiations and that the new provincially appointed mediator would be contacting both the Board and OECTA to schedule a meeting.

When we began this new school year, the OECTA Niagara Elementary Teachers’ Union that represents our permanent elementary teachers imposed work-to-rule sanctions for the elementary teachers.

We are scheduled to meet with the OECTA Niagara Elementary Teachers’ Union that represents our permanent elementary teachers and a provincially appointed mediator on November 9, 2016. We hope to be able to resolve outstanding matters that have led to the current work-to-rule as imposed by the OECTA Niagara Elementary Teachers Union Executive.

An information letter was sent home to parents with all Niagara Catholic elementary students on November 3, 2016.

The Board continues to be committed to meeting and dialoguing in person to reach a collective agreement that balances the interests of our students and Catholic education with that of our staff. We continue to remain hopeful that we will reach an agreement with the OECTA Niagara Elementary Unit.

On September 13, 16 and 20, 2016 the Board Negotiations Team and the OECTA Niagara Elementary Union Collective Bargaining Committee met with a provincially appointed mediator.

We are waiting to be contacted by a new provincially appointed mediator.  Once we learn new dates, we will provide this information.

It is our understanding that effective Monday, September 26, 2016, the President of OECTA Niagara Elementary has added to the current work to rule sanctions of its members. The list of sanctions is provided in the link below.

The Board is committed to meeting and dialoguing in person to reach a collective agreement that balances the interests of our students and Catholic education with that of our staff. We continue to remain hopeful that we will reach an agreement with the Niagara Elementary Unit of OECTA.

The Niagara Catholic District School Board has been informed by the Union (OECTA Niagara Elementary) which represents our elementary teachers that the Executive of the Union has decided to impose work-to-rule sanctions for its members beginning August 29, 2016.  We understand that the Union expects our elementary teachers to teach during the instructional day but will impose restrictions on other tasks.  While we are hopeful that during this period our students will feel no significant difference in their day-to-day activities, our administrators and support staff will no doubt be affected as will a number of events scheduled for parents and future events for students.

As OECTA Niagara Elementary begins the year with work-to-rule sanctions, the Board is scheduled to meet with the Union on September 13, 16 and 20, 2016, with the assistance of a provincially appointed mediator.

We remain hopeful that we will reach an agreement with the Niagara Elementary Unit of OECTA.
